You will need to enter in your computer admin password. But to develop Flutter apps, you use another IDE your Mac can probably run: Android Studio, Visual Studio Code or Intellij IDEA. Open Terminal and type sudo xcode-select -switch /Applications/Xcodex.x.x.app. Xcode is only needed to run your Flutter apps on iOS devices and simulators. I'm running a Mac Book pro 13' if that matters. It seems that the quartz debug that comes with Xcode 7 does not have options to turn of vysnc (beam sync).
